I needed a super light weight for physical therapy, and this 2lb Scratch & Dent dumbbell fits the bill. The imperfection is just a small mark on the coating, nothing major. At $23.43, it's still a bit much for 2 pounds, but the quality is decent. The PVC grip is comfortable, and the iron filling gives it a solid feel despite being light. It's a single dumbbell, so if you need a pair, you'll have to buy two. For rehab or very light toning, it works well. Just don't expect to build much muscle with it.
